What does Loading and unloading charges mean in logistics?

Charges for the labour that loads cargo onto and unloads it from a vehicle, separate from the freight itself unless the contract includes them.
"Hamali" is the common term for this labour and charge. In Maharashtra, head-load and manual workers are covered by the Mathadi Act, 1969, and at many locations only registered or union labour may load or unload.
