Tier 1 metros to tier 4 market towns
HRA classification of the 7th Central Pay Commission (Dept. of Expenditure OM 2/5/2017-E.II(B), 7 Jul 2017): X = 50 lakh+ population, Y = 5 to 50 lakh, Z = the rest. We call X tier 1, Y tier 2, Z tier 3/4 (the HRA list does not split tier 3 from tier 4). A city is its India Post district; metros combine the districts listed in "area".
