India publishes excellent data on rail freight and port cargo. For road freight, which moves most of the country’s goods, there is very little public origin-to-destination data. This note publishes one: a state-to-state matrix of 513,216 consignments booked by Safe & Secure Logistics (SSL) in FY2025-26 (April 2025 to March 2026). For each corridor it gives three measures: declared goods value, tonnes, and the number of consignments.
Together these consignments carried ₹11,059 Cr of declared goods value from 17 origin states to 32 Indian states and union territories, plus Nepal, Bhutan and Bangladesh.
The corridors that matter

The ten corridors above carry 47.7% of all declared value. They come in two very different kinds.
High-count, parcel corridors. Gujarat → Jharkhand (87,569 consignments), Gujarat → Uttar Pradesh (57,465) and Gujarat → Bihar (57,110) are almost entirely part-truckload. Each has a median shipment of 60-65 kg worth about ₹30,000-38,000. This is the merchandise trade from western India’s trading and manufacturing towns to the consumer markets of the Gangetic east.

Three patterns stand out.
- Maharashtra is the value engine. It originated ₹4,450 Cr, or 40% of all declared goods value, and received just over a quarter of that back. It is the largest net exporter of goods by value in the dataset.
- Gujarat is the volume engine. It originated 207,548 consignments, 40% of the total, but at a low value per shipment. In value terms it is roughly balanced (₹1,473 Cr out, ₹1,713 Cr in) because it also receives high-value full-truckload inbound from Maharashtra and Tamil Nadu.
- The east is the destination. Jharkhand received 214,275 consignments (42% of the total), Uttar Pradesh 150,216 and Bihar 64,501. Together that is 84% of all consignments, but only 36% of the goods value. The industrial cluster around Jamshedpur draws in engineering inputs from Pune, Faridabad and Ludhiana. Bihar and eastern Uttar Pradesh draw in consumer merchandise from Gujarat.

Method
Booking state to delivery state, with state names normalised for spelling. Goods value is the declared invoice value, excluding one consignment above ₹25 Cr. Tonnes use charged weight, excluding 37 consignments above 50 t. Full SQL: data/india-state-to-state-freight-flows-fy2026.sql
Limitations
This is one carrier's network, not national freight. Full-truckload bookings were under-recorded from April to July 2025, so FTL-heavy corridors are understated for those months. 21,572 consignments carry a placeholder weight of 1 kg or less, which understates tonnes on some FTL corridors. Goods value is as declared by the shipper.
Full data-quality notes
- Source. SSL consignment register, bookings 1 April 2025 to 31 March 2026. There are 515,860 rows. 2,644 duplicate consignment numbers were removed (the latest entry is kept), leaving 513,216 consignments.
- Goods value. Declared invoice value. One consignment declared at ₹376 Cr is a data-entry error and is excluded, as is anything above ₹25 Cr on a single consignment. Excluding it brings the total from ₹11,436 Cr to ₹11,059 Cr.
- Tonnes. Charged weight, excluding 37 consignments above 50 t (beyond any legal Indian truck payload). One of these records 174,661 t. The cleaned total is 6.70 lakh tonnes; the raw sum is 8.58 lakh. Separately, 21,572 consignments carry a placeholder weight of 1 kg or less. They are counted, but they understate tonnes on corridors such as Haryana → Uttar Pradesh.
- Capture. Full-truckload bookings were recorded in this register at about 1,000-1,900 a month from April to July 2025 and at 10,000-13,000 a month from August 2025. Full-truckload-heavy corridors are therefore understated for the first four months.
- States. Spelling variants are merged (Orissa/Orrisa → Odisha; Uttrakhand/Uttranchal → Uttarakhand; Jammu & Kashmir → Jammu and Kashmir). Nepal, Bhutan and Bangladesh are shown as export destinations.
- No shipper, consignee or party identities are used or published.
